Progressive 430 help

I'm installing Progressive 430s on the R3. Does it make sense that I don't seem to need any of the bushings to install? The rubber bushings pre-installed slide right on with no bushing (tight fit). What I find odd is when I put the bolts back in, the washer squishes the rubber bushing. It doesn't seem right somehow.

Any words of wisdom?
 
seems odd that they are rubber not nylon but if they are rubber then I wouldn't be to concerned as by squashing them that would taking up any slack in there
 
I guess they may very well be nylon, I just meant they're not metal. I spoke with Progressive and they said it was fine. Fingers crossed.

it seems to me that may be the bushings you are talking about are actually spacers and might be in there so it can tighten up on the inner sleeve so as not to touch the outer rubber (plastic).
i think that original tighten up on the inner sleeve.
