Defective brand new Triumph luggage rack

I just bought a brand new Triumph sissy bar/luggage rack combo (A9738071) from a major on-line Triumph parts dealer and it appears that the luggage rack is defective. As you can see in the attached pictures the vertical edge of the back section of the rack has black markings; it sort of looks like grease but it won't clean up with solvent and it is also has a very rough texture. So I am going to ask the vendor for an exchange but what I want to know is if this is "normal" for Triumph accessories or is this just an aberration? The rest of the rack and the other parts look great. I just can't believe that this made it though QA.

Try wax and grease remover as it is most likely polishing compound. if not return as you say

looks like the residue you get after you have used a buffing wheel, as @Mittzy said should come of with wax and grease remover
