Cylinder block bubbling paint

Hi.
Ours is a 2004 and us experiencing some weirdness with the coating on the engine on the exhaust side.
I'm a bit concerned it could be a problem, coolant fluid levels and type of fluid is correct.
Is it just an age thing????

Yay buddy jad the same thing. So in his rebuild je decide to go black from the sounds of it. Fun was not the words he used. Just to get the block clean.
