Definitely eliminate the PC3 from the loop but they didn't really test the TPS the way it needs to be tested either. A simple bench test does nothing, it will almost always test out fine under those conditions.
Try Owl's deal: Tell them to replace it. If it fixes the problem, they pay for it, if it doesn't, you pay for it. Also, make sure they order the right part, the part number changed with an updated version of the TPS that has blue guts inside the little hole.
Did they only test the voltage? Did they reset the idle stepper too? Did they clear out all the adaptives? Did they balance the throttle bodies?
