Welcome from PEI. It sounds odd as there is no oil in the starter. The engine breather tube is above the the starter, i wonder if it could be leaking and trickling down on to the starter.

I’m guessing you removed the starter and had a good look around? Have never herd of oil leaking from the crankcase at the starter. Like Jake said maybe from above?? Valve cover gasket? Good luck!!
