Starter won't turn engine over

I can hear it engage, but it won't turn it over.
You can hear the struggle
Have to be careful because the starter and pos battery cable will get hot quick
Battery has 12 volts
Added jump pack
Added jumper cables from truck
Removed battery and just used jump pack
Put bike in gear trying to rock it back and forth, thinking something was stuck
Removed starter and bench tested it and it worked fine.
.... I'm puzzled
 
That sure doesn't sound right.

Curious about bench testing the starter -- if the solenoid engages and the motor spins against no load, how do you know it's good ?

And rocking the bike -- in 5th gear right ? (for maximum mechanical advantage for the rear wheel) -- what did it do ?

And trying to start -- of course you have it in neutral -- and/or clutch pulled ?

Dunno if you're in a convenient place -- could remove the crank inspection port on the front of the motor, and attempt to turn the motor by hand -- could remove three spark plugs to insure not working against compression.
 
TTS sc done? This is a test run? All good before TTS install I take it. Could be that starter isn’t going to get job done cranking that thing now or something simple as in loose ground somewhere maybe.

In 5th gear the tire just slid and I only weigh 160 lbs so there wasn't much happening
I took starter off and applied voltage to it to see it mechanically work.. no real world application (no load)

This was supposed to be the test start... this thing has fought me the entire way. Ground appears to be good. The bike is immaculate and low miles. 0 corrosion.

Can you double up on cables pos and neg to starter and engine ground, there’s also a starter upgrade @warp9.9 has posted, I have pictures if you need of starter, it’s a 2.5l toyota and you just change gear and plunger over
 
And you said 12v, was that with ignition switch engaged 12 what seems high on contact, did you have battery tender hooked up while installing sc?

I could probably double up on cables temporarily to see
It just blown my mind that it doesn't even entertain the thought of budging
