Front brake pulsing after changing pads / tires

Talking about brake pads, after about 25000km my front brake start to shudder every time I applied when going down a step hill but as soon as I got onto level road the shudder disappeared, changed the brake pads and the shudder has completely disappeared.

My front brakes did not give any bite they were applied, but all was nice an smooth.

Bought some new pad and new tires (Avon Cobra Crhome) and got the shop to change both.

The guy at the shop told me that the rotors had been quite blue on spots but he had tried to clean them up.

Well pads and tires where changed and the brakes worked 10x better and the bike was a dream to drive on the new Avons.

But here is my trouble. Even though the brakes work well they produce quite a shutter / pulsing when applied at speed.

So my question is: Do I need to replace the front rotors or are there some other things to consider before?

Some additional info:
2006 Classic
The bike has done 17þ miles
Both front and rear tires were quite cupped
The former owner had used the bike to tow a trailer.

I had one shop mount my front tire a few years back and when I went to put the tire on the rotors were warped, the shop bent them when they broke the bead from the rim to the tire. They didn't own up to it so it cost them a day in court. Haven't gone back to that shop since and no problems with my rotors.
 
I can relate to that, the first rear tire was changed by a tire shop, when I got the bike back the ABS light cam eon after 20 km, it was a slightly bent disc, then when taking the wheel off to fix I found the axle nut had been cross threaded.
Both issues were easy to fix but very basic work which should not have happened.
 
Just a thought check and clean your rotor buttons, they can get clogged up with dirt and dust which stops the disk floating and can feel like a warped disk. I had the same symptoms until I spun them and flushed each rotor button with brakleen pressure pack - prior to cleaning the disks would not float at all.

Doing this fixed my problem but only about 90% - finally changed the pads and deglazed the disks which fixed the problem for me totally.

Initially I thought the rotors must be warped - wasn't the problem at all.
 
I swapped my pads and rotors for EBC sintered on my Yamaha. Worried the bejesus out of me at first but apparently quite normal. It was quite a high pitched buzzing and pulsing. Still ok after 5,000 miles.

It may be as simple as the pads and rotors working normally.
 
BTW I only hear/feel buzzing at speed. Once around town no noise no pulse just controlled and peaceful stopping. From memory the pads I used were EBC HH Sintered
