no - they are the rails that wrap around from the bar in front of the pannier to the back, along the base.

I think they are near unobtainable, almost any wreck at all would damage one or both, unless someone parted one out with a blown motor or something, but the Touring model hasn't been around long enough for that to happen too often, they still have enough value to repair, I'm thinking. If I ever strip mine down to a drag racer, like I've considered, I'll sell you mine.
